Capacity Building and Early Childhood Development

Objective: To contribute to the improvement of the situation of young children in Kenya through the strengthening of ECD as an integral part of community development programmes.

The Kenya Community Development Foundation has two main functions that set the organisation apart from other NGOs in Kenya: grantmaking and asset building. So far it has given out close to KES 120 million in grants (EUR 1.2 million) and has received pledges of up to 17 million KES for its endowment fund.The proposed partnership with BvLF aims at reaching young disadvantaged children through re-granting to CBOs that support community based ECD interventions. KCDF's role as an intermediary between BVLF and the CBOs will entail programmatic as well as institutional capacity building. The following strategies will be adopted.
a) KCDF programme staff will undergo training to enhance their skills in ECD programme development and management. This training will also be critical in giving KCDF staff capacity to monitor implementation to ensure that the desired impact of the project is achieved;
b) KCDF will identify between 8 and 10 local organisations that have objectives and activities that contribute to the well-being of young children. Through a process that includes capacity assessment, support for proposal writing and grantmaking for activities that contribute to holistic ECD, KCDF will help them to refine these activities and improve their impact. This will include creating awareness in the communities about the importance of ECD services and the need to incorporate children with special needs in the provision of these services, early stimulation and the communities' role in providing ECD services;
c) KCDF will place greater emphasis on documentation and networking. The ECD grantee partners will have a workshop in the second year to share experiences and document lessons learned. Exposure and exchange visits will be organised and a number of case studies will be produced, published and disseminated; and
d) KCDF will facilitate the dissemination of recent legal and policy developments that relate to ECD and the dissemination of this information to communities in forms that they can easily understand. KCDF will also participate in a multi-sectoral ECD forum at the national level and facilitate stakeholder networking at divisional and district level.

Towards Sustainable ECD Programmes in Kenya

Objective: To enhance sustainability of community-based ECD programmes in Kenya through an asset–based approach.

BvLF will provide KCDF with a contribution towards its own endowment and a matching fund for endowment building by community organisations. These endowments will play a key role in improving the situation of young children in Kenya by ensuring continuous availability of funds for ECD programmes at community level to address the gaps identified in KCDF’s baseline survey.
